Writing into Quora produced a terrific answer, at least on the topic of designer forums, from a Web App Developer by the name of Raj Rastogi.  He writes

Parallax is a design software that allows you to do . . . what exactly?  I am not sure, but here is a list of websites that use Parallax, the software.  From CreativeBloq,
One big web design trend of the moment is parallax scrolling, which involves the background moving at a slower rate to the foreground, creating a 3D effect as you scroll down the page. It can sometimes be overwhelming, but when used sparingly it can provide a nice, subtle element of depth.
Another explanation is here Themify.me,
Parallax theme is a combination of two cool trends - parallax scrolling and single-page design. It is designed to help you to build a stunning parallax scrolling site with ease. Showcase your work and services responsively on a single page. Viewers can enjoy your beautiful content in parallax scrolling sections.

GetBootStrap.  Bootstrap is the most popular HTML, CSS, and JS framework for developing responsive, mobile first projects on the web.
Bootstrap is a front-end framework.  Bootstrap is a free and open-source front-end web framework for designing websites and web applications.  It contains HTML-and CSS-based templates for typography, forms, buttons, navigation and other interface components, as well as optional JavaScript extensions.  Unlike many web frameworks, it concerns itself with front-end development only.  Bootstrap is the second most-starred project on GitHub with more than 100,000 stars and 45,000 forks.
I needed to find out what Bootstrap is to see if I could qualify for this job offer:
I run a few websites that are already built but I need some HTML assistance for the design aspect.  The site is on the Bootstrap platform.
Codepen is a front-end development playground.  Okay.  So when I asked a question about web design at Quora, one Kosha Burnett sent me here to Code Academy.  I asked her if coding was a prerequisite for design.  She answered,
Not necessarily but it is helpful.  I automatically equate web design with HTML, CSS, and JavaScript, so that's where I went first.
Looks like I got an answer to my question.  La Acun suggested I try DigitalPoint forum. So that's good.  What next?  He also recommended a list from Hongkiat.  Never heard of these guys, but the list looks helpful.  Here is Hongkiat.  According to TechinAsia
Hongkiat is a design-focused weblog based in Malaysia and is founded by none other than Lim Hong Kiat himself.  The blog is ranked highly on Alexa, above 1,800, with a Google Page rank of five.
What is Google PageRank?  It's named after Google's Larry Page.  Go figure.
Google Page Rank or Google PR is one of the methods Google uses to determine a page's relevance or importance. Important pages receive a higher PageRank and are more likely to appear at the top of the search results.  Google PageRanik (PR) is a measure from 0-10.  Google PageRank is based on backlinks.

For this job, Asp.Net is required.  Here is what the job demands:
developing a range of customer-facing websites and will be touching the full stack from databases, CMS integration and payment processing right through to Front End UI programming in JavaScript and HTML5.

SKILL SETS
Required Skills of the .NET Web Developer:
  • Extensive knowledge of C# coding standards and the .NET framework.
  • ASP.NET (4.0+ C#)
  • MVC (Razor)
  • SQL Server database design and implementation
  • CSS/LESS [Cascading Stylesheet], LESS, and SASS [Syntactically Awesome Stylesheet].  On LESS, check this out:
  • LESS is a dynamic style sheet language that can be compiled into CSS and run on the client side or server side.  Designed by Alexis Sellier, LESS is influenced by SASS and has influenced newer "SCSS" syntax of SASS, which adapted its CSS-like block formatting syntax.  LESS is open source.  Its first version was written in Ruby; however, in the later versions, use of Ruby has been deprecated and replaced by JavaScript.  The indented syntax of LESS is a nested metalanguage, as valid CSS is valid LESS and other CSS precompilers being that LESS allows real-time compilation via LESS.js by the browsers.

  • On SASS read this  Sass is a scripting language that is interpreted into CSS.  SassScript is the scripting language itself.  Sass consists of 2 syntaxes.  The original syntax, called "the indented syntax," uses a syntax similar to Haml. It uses indentation to separate code blocks and newline characters to separate rules.  The newer syntax, "SCSS," uses block formatting like that of CSS.  It uses braces to denote code blocks and semicolons to separate lines within a block.  The indented syntax and SCSS files are traditionally given the extensions .sass and .scss respectively.

REQUIRED or PREFERRED EXPERIENCE
1.  SiteCore.
3.

ASP.NET is an open-source[2] server-side web application framework designed for web development to produce dynamic web pages. It was developed by Microsoft to allow programmers to build dynamic web sitesweb applications and web services.
Asp.Net tutorial.

.Net is an opensource network.  Never heard of it.  I just keep getting overwhelmed.

C# or C Sharp is a programming language.

MVC, Model--view--controller looks like a sub category of Asp.Net.  Looks like Github is a forum for solving problems with this software.

WEB DESIGN CERTIFICATION

Lynda.com does not offer certification.  But they do offer certificates of completion when you finish a course.  The specific reply I received was
"We are not accredited, so there is no certification. But we do offer certificates of completion for these courses."

In a follow-up email, I received this:
"Thank you for contacting Lynda.com about our certificates of completion.

Most courses offer certificates, with the exception of weekly updated courses. While the certificates are free, you must be a member in order to access the certificates.

Certificates of completion are certificates that are awarded when an individual or multi-user member has completed watching a full course on Lynda.com. These certificates are viewable online, downloadable, emailable, or shareable with anyone the member chooses.

As Lynda.com is not an accredited institution, these certificates of completion will not take the place of an official certification program. We do, however, suggest that members send either copies of their certificates of completion or a link to their certificates of completion to potential clients, employers, colleagues or friends to show what Lynda.com training they have completed."

CERTIFICATION EXAMS

W3Schools is for web developers and not web designers.  They do offer certification for web developers.  Here is their YouTube channel
