Improving SEO

Ads keep showing up that cry out for SEO and now SERP.  O, Acronym!  SERP stands for Search English Response Page.  O, Brother!  
Please reply with a brief proposal for SEO / SERP and any additional marketing ideas.

I'm a small healthcare business in downtown Denver, and I'd like to start comprehensive marketing.
I've had trouble finding a marketing company that understands the needs of a small business - including its budget.
I'm looking for someone who has the resources to improve my website design and also SEO / SERP.
If you've got graphic design skills or other marketing skills (ideas, connections, etc.) - then let's talk about those as well.

But given what Bill Myers sent me, these links here would at least direct someone toward more specific results.  SEO is not to be taken lightly.  I initially thought that all that was required was ad placement on a site, including an extra Google tool or two.  Not so. Not by a long shot.
